Service Description

CyberNest Labs’ Transactional Engagement Course is a practical two-day programme designed for investigators, intelligence officers and other professionals who need to engage with individuals online or in person to obtain useful intelligence while remaining within appropriate legal, ethical and organisational boundaries. Transactional engagement focuses on brief, purposeful interactions with individuals who may hold relevant information, without establishing an ongoing source relationship. The course explores how these engagements can support fast-moving investigations and intelligence activity, particularly within digital environments such as social media, forums, messaging platforms and online communities. The course has been designed around the principles and requirements of the Regulation of Investigatory Powers Act 2000 (RIPA), the Investigatory Powers Act 2016 (IPA) and relevant recommendations and oversight considerations from the Investigatory Powers Commissioner’s Office (IPCO). Delegates will explore how necessity, proportionality, collateral intrusion, authorisation, record-keeping and accountability apply to investigative activity, and why careful governance is essential when undertaking covert or potentially intrusive engagement. Particular attention is given to the boundary between a genuine transactional engagement and repeated or developing contact that may begin to create a relationship requiring additional authorisation, governance or consideration as a Covert Human Intelligence Source (CHIS). This reflects IPCO’s emphasis on appropriate training, documentation and oversight around transactional engagement activity. A major part of the course is practical application. Delegates will use the Transactional Engagement Simulator within Panacea to practise realistic challenge-and-response scenarios, helping them develop confidence in making decisions, responding appropriately to changing interactions and recognising when an engagement may be moving beyond the transactional threshold. These simulated exercises are reinforced through real-life scenario practice, allowing delegates to apply their learning in realistic investigative contexts and receive structured feedback on their approach. Through interactive presentations, discussions, scenarios and practical exercises, delegates will explore how to plan and conduct engagements, assess risk & communicate naturally within different online environments.
